Why Rachel Friend?

The Boulder County Treasurer's Office needs someone who can help shepherd outstanding teamwork and customer service, steward public money responsibly, and do it all with unwavering integrity. Here's a bit about my background:

    • Labor and employment attorney with deep expertise in HR, hiring, and workplace operations

    • Chief Operating Officer of a 400+ person nonprofit — responsible for staff, systems, and day-to-day operations at scale

    • Co-chaired the hiring process for Boulder's City Attorney

    • When I was on City Council, I held open office hours every week — the only council member who did. For me, being accessible and responsive to constituents is the essence of public service.

    • Oversaw budgets ranging from $1 million to $500 million

    • Coordinated tens of millions in ARPA dollar distributions across city, county, state, and federal partners

    • Appointed by Governor Polis to the Emergency Task Force on Eviction Prevention

    • Funded a Guaranteed Income Pilot, hundreds of affordable housing units, and expanded services for Boulder's most vulnerable residents

    • Attorney and former administrative law judge — an officer of the court, held to the highest professional ethics standards

    • Appointed to the Commission on Judicial Performance by the Speaker of the Colorado House

    • Advocate embedded at the County Prosecutor's office supporting victims of fraudulent transactions

    • For some of my clients, even trivial errors had life-altering consequences — an immigration filing with holes punched in the wrong spot can get a case dismissed and a person deported to face an unjust death sentence. That's the standard I hold myself to.


Why now?

The current Treasurer is term-limited, and we are living through a moment that demands steady, experienced, ethical leadership at every level of government. With counties and states being targeted by the federal administration, we cannot afford mistakes that give the federal government openings to claw back our funds. I'm running because I care deeply about Boulder County — and because I believe in the importance of getting this right.
